The FTC ruling, explained
In January 2024 the FTC ruled that Intuit engaged in deceptive advertising by running ubiquitous 'free' ads for a product most people couldn't use free. The order prohibited future deceptive 'free' claims. The free edition still exists and works — for the 37% — but the advertising that drove millions of ineligible filers into the flow was the violation.
Why Intuit left IRS Free File
Intuit participated in the IRS Free File program from 2003 until 2021, then withdrew — citing 'limitations.' Critics noted that the program required genuine free filing for low-income taxpayers, which competed with Intuit's paid tiers. The withdrawal meant TurboTax's 'free' became Intuit's definition, not the IRS's.
The truly free alternatives
IRS Free File (irs.gov/freefile) offers guided free filing through partner software if your AGI is under the threshold. Cash App Taxes files most returns completely free. FreeTaxUSA charges $0 federal regardless of complexity. All three cover more situations than TurboTax Free Edition — the main thing TurboTax sells is the brand and the interface.
